- Heat olive oil in a large pot over medium heat. Add minced garlic and cook for 1 minute until fragrant.
- Add diced tomatoes, heavy cream, salt, and black pepper. Stir to combine.
- Add the penne pasta and 3 cups of water. Bring to a boil, then reduce heat to a simmer.
- Cook for 12-15 minutes, stirring occasionally, until pasta is tender and sauce has thickened.
- Remove from heat and stir in chopped basil and grated parmesan cheese.
- Serve immediately.
