- Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.
- In a large bowl, whisk together the flour, sugar, baking powder, baking soda, and salt.
- Add the buttermilk, vegetable oil, eggs, and vanilla extract. Mix until smooth.
- Pour the batter into the prepared cake pan. Bake for 30 minutes or until a toothpick inserted in the center comes out clean.
- Let the cake cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
- For the frosting, beat the butter until creamy. Gradually add the powdered sugar, milk, and vanilla extract. Beat until smooth.
- Frost the cooled cake and decorate with sprinkles.
