- Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking pan.
- Make the brownie layer: Whisk melted butter, sugar, and cocoa powder in a bowl. Add eggs and vanilla, then mix in flour and salt.
- Make the cookie layer: Cream butter and sugars. Beat in egg and vanilla. Mix in flour, baking soda, and salt. Fold in chocolate chips.
- Spread the brownie batter in the pan. Drop spoonfuls of cookie dough on top and swirl with a knife.
- Bake for 25 minutes or until a toothpick comes out clean. Cool before cutting into bars.
