- Heat a large skillet over medium heat. Add the ground beef and cook until browned, breaking it apart with a wooden spoon.
- Add the diced onion and minced garlic. Cook for 2-3 minutes until softened.
- Stir in the shredded cabbage, soy sauce, paprika, and black pepper. Cook for 5-7 minutes until the cabbage is tender.
- Mix in the cooked rice and heat through for 2-3 minutes.
- Serve warm.
